It is under the TESDA Online Program of the said agency, offering accessible technical education to Filipino citizens -- whether they are students, employed, unemployed, out-of-school youth, OFW, and more. Yes, regardless of their status in life and your location, they can still take advantage of this free offering offered by this government agency.
What this means is that any Filipino citizen who wishes to learn new skills can do so through online education under the TOP. Under the said course, online students will learn about the Introduction to Food and Beverage Service. On top of that, they will also learn topics like providing room service or table service.
